A vehicle control apparatus includes a processor including hardware, the processor being configured to compare owner information characterizing an owner of a vehicle with user information characterizing a user seated in a driver's seat of the vehicle to determine whether or not the user is the owner, and perform, in a case where it is determined that the user is not the owner, at least one of restriction of use of the vehicle and notification to a terminal of the owner.
