A multilayer coating for a substrate having flame retardant capability, the multilayer coating includes two or more carrier or polymer layers. At least one carrier or polymer layer of the two or more carrier or polymer layers comprises at least one halogenated material and at least one other carrier or polymer layer of the two or more carrier or polymer layers comprises at least one synergist and at least one dispersant. The at least one halogenated material comprises a fluoropolymer or a chlorofluoropolymer, or a combination thereof. The at least one synergist comprises an oxide of antimony. The at least one synergist is present in an amount from about 1% to about 8% by weight of the at least one other carrier or polymer layer. The at least one carrier or polymer layer includes the at least one halogenated material is a top layer.
