The cushion has a cushion portion adjacent the lid. The lid includes a first portion arranged to be first contacted by the inflatable occupant restraint cushion when it inflates and a second portion adjacent to the first portion. The first and second portions are perforated to provide different rupturabilities such that the first portion provides the greatest rupturability.
