That is, the running situation determination means appropriately determines the vehicle running situation by comparing the actual wheel speed V which varies according to the vehicle running situation, and the function f (TINdt) even when the actual wheel speed is in the extremely low speed region. The function f (TINdt) is the function of the integral value TINdt of the driving torque TIN, and is also the function of the estimated wheel speed VP that is estimated based on the integral value TINdt of the driving torque TIN.
