The apparatus includes a measuring unit for measuring signals received from at least one of a serving cell of the network and from neighboring cells, a memory for storing information defining a plurality of conditions for triggering the UE to send a measurement report to the network, the measurement report comprising a result of at least one measurement performed by the UE, a determining unit for determining when one of the plurality of conditions is met, and a sending unit for sending, in response to one of the plurality of conditions being met, a measurement report for reception by the network, wherein each of the plurality of conditions is defined by a respective plurality of at least one of parameters and variables.
