The first service request instructs the over-the-air system to format a first message including the voicemail password and/or the pilot number for delivery to a mobile device. The provisioning system is further configured to create a second service request directed to the over-the-air system and send the second service request to the over-the-air system, if the provisioning system determines that the voicemail account has not been initialized. The second service request instructs the over-the-air system to format a second message including a default voicemail password and/or a default pilot number for delivery to the mobile device.
