The load control method includes: setting, by a network device, an access condition for accessing a first network by a terminal; receiving, by the network device, a first signal from the terminal, and obtaining a measurement parameter of the terminal according to the first signal; and if the measurement parameter of the terminal satisfies the access condition, sending, by the network device, a second signal to the terminal, so as to allow the terminal to access the first network, wherein the measurement parameter is a signal strength of the terminal and/or a terminal distance of the terminal. By using the foregoing manner, the present invention can improve spectral efficiency of a network access point.
