The method includes: generating resource configuration information (S201); carrying the resource configuration information in a media access control protocol data unit (MAC PDU) or a physical downlink control channel (PDCCH) signaling and sending to a user equipment, to enable the user equipment to perform uplink transmission according to the resource configuration information (S202). The method for configuring resources, the device and the system provided in the embodiments of the present invention can achieve fast physical layer radio resource configuration with a short delay.
