The controller performs processes of: receiving wireless LAN identifiers for using the network selection operation, the wireless LAN identifiers broadcasted from a cellular base station, and receiving offload related information for prompting the user terminal to steer the traffic to the wireless LAN, the offload related information broadcasted from the cellular base station.
