The method includes: receiving scheduling information transmitted by a terminal; where the scheduling information includes: a requested scheduling rate requested by the terminal request and/or requested amount of scheduling data requested by the terminal; and determining a scheduling rate according to the scheduling information. The present invention is applicable to a scenario where a network-side equipment transmits data to a terminal.
