One embodiment of the present invention comprises: establishing, by a communication apparatus, a connection with a base station; allocating, by the base station, an uplink resource for use in transmission of location information of a vehicle before the location information is transmitted; and if the communication apparatus is required to transmit an emergency signal to the base station, transmitting the emergency signal using the allocated uplink resource.
