The method includes: configuring a static channel between a transmitting end and a receiving end in a system configured with M transmitting antenna ports and N receiving antennas, wherein singular values of a N*M channel matrix of the static channel are equal, wherein, M=4 and N=4; or M=8 and N=4; or M=8 and N=8. The transmitting end transmits data to the receiving end by the static channel. When the M=4 and the N=4, the N*M channel matrix is a 4×4 channel matrix as follows: [ 1 j 1 j 1 - j 1 - j 1 j - 1 - j 1 - j - 1 j ] ; or a matrix obtained after any row swap or column swap operation is performed on [ 1 j 1 j 1 - j 1 - j 1 j - 1 - j 1 - j - 1 j ] .
