A wireless device may use power ramping for transmissions and/or retransmissions. Power ramping may be used during a random access procedure. A wireless device may fail a listen before talk procedure before sending a preamble or a transport block on an unlicensed band. The wireless device may use power ramping to determine a power of transmission of the preamble and/or transport block based on the prior preamble or a transport block transmission. Power ramping may be determined using a power ramping counter value and/or a power ramping step value, which may be shared or associated with the preamble and/or a transport block.
