During downlink small data transmission, the terminal keeps in the RRC Inactive state and only resumes the SDT-related configuration, in this way, the downlink small data packet sent by the anchor base station directly or through the non-anchor base station can be received according to the resumed SDT-related configuration, so that a downlink small data transmission process is simpler and more efficient.
