The data held by the relay router (48) by the instruction is instructed to be transferred to the radio terminal device (30) after movement after the handover and the held data is transferred to the radio terminal device (30). Thus, it is possible to realize packet data transfer to the radio terminal device after movement in the handover control via an optimal route, thereby effectively using the network resource and simplifying the handover processing.

Accordingly, since only communication between instances of the same user is permitted, and thus communication from a physical instance is appropriately controlled, it is possible to ensure security in the system.

A router (126) which is COR located nearer to a radio terminal device is specified as a relay router among the COR where all the paths reaching CN (132) as a communication partner from each of the edge router (104) as a mobile origin of the radio terminal device (100) and all the edge routers (102, 106) serving as mobile destination candidates are intersected. Thus, it is possible to easily reduce the handover processing time.
