The temperature of said photosensitive drum surface with respect to said developer vessel is held in a range of 0 to +10°C. The developer used for the development contains a conductive abrasive having a volume resistivity ranging from 10 2 to 10 10 Ω·cm. The peripheral speed of a transfer roller (5) is set to be slightly higher than the peripheral speed of the drum.
