A sheet (W) is folded over a leading edge of each mail (M) item so that a first part of the sheet is folded against an upper side of the mail item and the second part of the sheet is folded against a lower side of the mail item and a third part of the sheet extends in the upstream direction beyond the trailing edge of the mail item. Glue is dispensed on the third part. The mail item is turned around with a turning station having a pendulum (28) so that the third part of the sheet is folded around the mail item so that the third part is connected to the first part by the glue to form the sleeve.

Disclosed are a binding medium clamping mechanism and a banknote binding machine containing the mechanism. The binding medium clamping mechanism comprises: a clamping element (1), a driving element (2), a one-way transmission element, and a clamping head opening element (4), wherein when the clamping element (1) rotates to the position of a binding medium to be clamped in a first rotation direction, the clamping head opening element (4) interferes with the clamping element (1) in positions and opens the clamping element (1), and when the clamping element (1) rotates in a second rotation direction which is opposite to the first rotation direction, the clamping head opening element (4) is pushed, so that the clamping head opening element (4) rotates to the outside of the motion track of the clamping element (1) in the first rotation direction. The clamping element (1) can move along the predetermined track via the drive of the driving element (2) and be locked when the drive is stopped. Meanwhile, the clamping head opening element (4) can interfere with the clamping element (1) when the clamping element (1) is required to be opened, and will not hinder the rotation of the clamping element (1) at other times. The entire structure is simple and compact, and the manufacturing cost is low.
