A tension device and a tension applying method are provided that can absorb fluctuation in the speed of a wire rod and keep constant the tension of the wire rod sent to a winding machine even when the speed of the wire rod markedly fluctuates. A tension device 20 includes a feeding pulley 24 around which a wire rod 11 fed from a wire rod supply source 12 is wound, feeding speed controlling means 26 for controlling the rotation of the feeding pulley 24 and controlling the speed of the wire rod 11 pulled out from the supply source 12 to move toward a winding machine 10, a movable first tension pulley 27 configured to turn the wire rod 11 fed from the feeding pulley 24, a movable second tension pulley 28 configured to further turn the wire rod 11 turned by the first tension pulley 27 and direct the wire rod 11 to the winding machine 10, and urging means 33, 34 for urging the first tension pulley 27 and the second tension pulley 28 to expand a space between these tension pulleys. A multi-spindle fiber pay-out apparatus (5) having a plurality of fiber spools (9) with each spool (9) having a fiber tension controller. The spindles (21) are in rotational supporting relation to the spool (9) of fiber and operatively engaged with a plurality of magnetic particle brakes (31) which are in communication with an electronic controller (99). A fiber take-up system (29) is mounted upon the frame (6) in cooperative relation to the spool (9) of fiber (7) and is arranged so as to compensate for changes in the fiber pay-out rate from the spool (9) of fiber (7) that are caused by activation/deactivation of the magnetic particle brake (37). A load cell transducer (13) is mounted on the frame adjacent to the fiber take-up system (29). The load cell transducer (13) is at least partially engaged by a fiber (7), and is arranged in electrical data communication with the magnetic particle brake (37) so as to (i) activate the magnetic particle brake (37) when a tension in the fiber (7) is detected below a predermined magnitude, and (ii) deactivate the magnetic particle brake (37) when the tension in the fiber (7) is at or above the predetermined magnitude. A method is also provided for monitoring and adjusting the length of a fiber (7) via monitoring of the tension of the fiber (7).

The temporarily storing device (21) can be thus generally made compact and easily installed also in an existing equipment.
