Embodiments of the present invention provide a method and a device for assessing video encoding quality. The method includes: acquiring a quantization parameter of a slice of a video frame of a video stream and a quantity of bytes per pixel of the slice of the video frame of the video stream; determining a quantization parameter of a video according to the quantization parameter of the slice of the video frame of the video stream, and determining complexity of content of the video according to the quantity of bytes per pixel of the slice of the video frame of the video stream; and predicting the video encoding quality according to the complexity of content of the video and the quantization parameter of the video. In the present invention, the complexity of content of the video is also considered in predicting the video encoding quality. Therefore, encoding quality predicted by a model that is obtained by considering the complexity of content of the video better satisfies subjective feelings of human eyes, thereby improving accuracy of prediction.

The decoding method includes: obtaining first information of a coding tree unit CTU in a to-be-decoded picture from a bitstream, where the first information is used to indicate an allowed value range of a width-to-height ratio of a CU obtained by dividing the CTU; obtaining division information of the CTU from the bitstream; dividing the CTU into one or more CUs based on the first information and the division information, where a width-to-height ratio of the one or more CUs falls within the value range indicated by the first information, and the plurality of CUs do not overlap each other; and decoding the one or more CUs to obtain a reconstructed pixel of the one or more CUs. In this application, division of CUs in some shapes can be excluded based on the value range during decoding, so that some division information previously used to indicate division manners for the CUs can be saved in the bitstream, thereby reducing occupied bit rates.

The present invention relates to the field of video image processing, and provides a filtering method for removing a blocking artifact and an apparatus, to resolve a problem that subjective quality and objective quality of an image deteriorate because filtering processing cannot be performed on an internal compensation block of a prediction unit. The method includes: dividing a prediction unit into at least two subunits; traversing each of the at least two subunits, and determining at least one filtering boundary of the at least two subunits based on a preset rule; obtaining a first pixel value of a first subunit and a first pixel value of a second subunit, where the first subunit and the second subunit are adjacent to the filtering boundary; and performing, based on the first pixel value of the first subunit and the first pixel value of the second subunit, filtering processing on pixels adjacent to the filtering boundary.
