The following constraints are imposed:
The largest coding units (LCUs) in the slice are ordered consecutively in tile scan order.
In the tile scan order, largest coding units (LCUs) in each of the tiles (610, 620) in the slice are ordered in the raster scan order and the tiles (610, 620) in the slice are ordered in the raster scan order.
And tile IDs specifying the tiles (610, 620) ordered in the slice are consecutive.-
