    Abstract: A method performed by a terminal in a wireless communication system, the method comprising: receiving, from a base station, first information on first uplink resources for a first message of a 2-step random access procedure, second information on second uplink resources for the first message of the 2-step random access procedure, and third information on a threshold size to determine uplink resources for the first message of the 2-step random access procedure; identifying whether a size of information to be included in the first message is greater than the threshold size based on the third information; in case that the size of the information is greater than the threshold size, identifying a resource from the first uplink resources; in case that the size of the information is not greater than the threshold size, identifying the resource from the second uplink resources; and transmitting, to the base station, the first message of the 2-step random access procedure using the identified resource. The invention further provides a terminal and a base station.

    Abstract: Provided are a method and device for transmitting and receiving data in a wireless communication system, and an operation method of a terminal in a wireless communication system may include, in case that transmission of a scheduling request (SR) is pending and logical channel-based prioritization is configured for a medium access control (MAC) entity of the terminal, identifying whether a physical uplink control channel (PUCCH) resource associated with transmission of the SR overlaps with a physical uplink shared channel (PUSCH) resource associated with transmission of a message A in a time domain, in case that the PUCCH resource associated with the transmission of the SR does not overlap with the PUSCH resource associated with the transmission of the message A, identifying whether the PUCCH resource associated with the transmission of the SR overlaps with a PUSCH resource associated with uplink data in the time domain, and in case that the PUCCH resource associated with the transmission of the SR overlaps with the PUSCH resource associated with the uplink data, transmitting the SR or the uplink data to a base station by comparing a priority of the PUCCH resource associated with the transmission of the SR with a priority of the PUSCH resource associated with the uplink data.
