Correspondingly, the first access network device may learn, based on at least one of the first message, the second message, the third message, the ninth message, or the tenth message, that the terminal device moves to a coverage area of the first access network device to receive the first multicast/broadcast service, to effectively create a first multicast/broadcast session or update context of the first multicast/broadcast session.

In the method, SMFs in a same SMF set establish only one N19mb tunnel for a multicast/broadcast service for a UPF, so that communication tunnel sharing is implemented, network resources are effectively saved, and system overheads are reduced.
