In this application, after mobility management network element redirection, the first information is transferred to a mobility management network element that supports onboarding, so that the deregistration timer can still be started on the new mobility management network element that supports onboarding. Upon expiry of the deregistration timer, the deregistration procedure is triggered to deregister the terminal device from the network, to prevent the terminal device from camping on the network indefinitely.
