In order to prevent a shock being generated in the conduit (4) when the outlet valve (3) is closed during discharge of fluid, control means are provided to ensure that the foot valve (2) is closed with the outlet valve (3). The control means allows the foot valve (2) to re-open shortly thereafter to permit an accurate dipstick reading to be taken.
