A roller 26 for applying a load to a tire 44 of a rear wheel as a drive wheel is rotatably supported by support frames 30 through a roller shaft 24. The support frames 30 are rotatable about a fixing shaft 28 penetrating their ends. Then, the pedal clamp 38 is disengaged therefrom and the roller 26 applies a predetermined contact force as a load to the rear wheel tire 44.
