An electrophotographic photosensitive member in which a leakage hardly occurs, a process cartridge and electrophotographic apparatus having the electrophotographic photosensitive member, and a method for producing the electrophotographic photosensitive member are provided. The conductive layer in the electrophotographic photosensitive member contains metal oxide particle coated with tin oxide doped with niobium or tantalum. The relations: Ia ≤ 6,000 and 10 ≤ Ib are satisfied. The conductive layer before the test is performed has a volume resistivity of not less than 1.0 × 10 8 Ω ·cm and not more than 5.0 × 10 12 Ω· cm.

An electrophotographic image-forming method has a contact charging step of charging the surface of an electrophotographic photosensitive member; an electrostatic latent image forming step of forming an electrostatic latent image on the surface of the electrophotographic photosensitive member charged; a developing step of developing the electrostatic latent image formed, into a toner image; and a transfer step of transferring the toner image formed by the development, from the electrophotographic photosensitive member to a transfer material, the developing step serve also as a cleaning step for collecting a toner remaining on the electrophotographic photosensitive member after transfer. The toner contains an external additive and the electrophotographic photosensitive member havs surface properties of universal hardness of 200 N/mm 2 or above (provided that a curve that represents the relationship between hardness and depth of indentation by an indenter has no point of inflection) and a coefficient of surface friction of from 0.01 to 1.2.
