The control unit 150 controls an air conditioner 210, which performs air conditioning of a room 200, where a user is present. The determination unit 140 determines a comfortable skin temperature range in which the user feels comfortable, on the basis of the skin temperature of the user obtained at the time of occurrence of the thermal sensation information.
