The method includes: a first network element receiving a first message from the terminal device, where the first message includes positioning quality of service QoS information; transmitting a second message to a first network device, where the second message includes the positioning QoS information or initial positioning assistance data corresponding to the positioning QoS information; receiving first target positioning assistance data transmitted by the first network device, and transmitting the first target positioning assistance data to a second network device, where the first target positioning assistance data is associated with the positioning QoS information; receiving a first positioning measurement from the first network device and a second positioning measurement from the second network device; and determining location information of the terminal device according to the first positioning measurement and the second positioning measurement. According to the present application, not only the positioning precision and the positioning latency can be ensured for the terminal device, but also overheads for system resources and a waste of resources can be reduced.
