A flyweight governor valve assembly having a fluid pressure modulator valve element (96) mounted within a valve chamber (98) for axial movement, a first set of primary and secondary weights (64/80) mounted on a valve sleeve (10) that forms a part of the governor valve assembly, a second set of primary and secondary weights (66/82) mounted on said sleeve (10) for rotation about the axis of said valve assembly. A spring (120 resp. 122) acting between the primary and secondary weights of each set of weights, the primary weight (64) for one set being separated from its corresponding second weight (80) at a first brake point speed (B) and a primary weight (66) of the second set of weights being separated from its associated second weight (82) at a second brake point speed (D), each set of weights being pivotally carried by a lever (88 resp. 90), the opening end of which engages the valve element (96) whereby centrifugal force acting on said weight are translated to axial shifting movement of said valve element (96) to oppose fluid pressure forces acting thereon.
