The method comprises: after a voice control signal is received, acquiring, according to a preset probability value policy, a target probability value of a device as a responding device, wherein the probability value policy is determined on the basis of response state information of the device to the voice control signal (S101); determining a target signal-to-noise ratio according to the target probability value and a signal-to-noise ratio of the received voice control signal (S102); and according to the target signal-to-noise ratio, determining whether the device is used as the responding device to the voice control signal (S103).
