Positional relation among artificial satellites (102, 104 and 106) is specified beforehand. Transmitting apparatus (200) transmits a signal generated by encoding using a code identifying itself. Repeater (300-1) receives a signal Lqz(1) from the transmitting apparatus (200) and transmits the signal. Repeater (300-2) receives a signal Lqz(2) from the transmitting apparatus (200) and transmits the signal. The signals transmitted from the transmitting apparatus (200) and repeaters (300-1, 300-2) are received by receiving apparatuses (400-1, 400-2) having the function of receiving the signals.
