An exhaust port 7 in the operating cylinder 2 communicates with the first chamber 2a when the operating piston 3 is disposed near the second position 3b, and with the second chamber 2b when the operating piston 3 is remote from the second position 3b. High-pressure air is introduced into the first chamber 2a at the time of the breaking operation. The operating device also includes an exhaust valve device 4 for discharging the air from the first chamber 2a when the air pressure within the first chamber 2a decreases below a predetermined level.
