Therefore, it can be ensured that in a parallel transmission scenario, the end indication does not reach the second network device earlier than the first routes. This can avoid a problem that a service flow is interrupted because the second network device untimely ages a route that is not refreshed in a routing table.

The system includes: a first BGP process, configured to: send a VRF instance and configuration information of BGP peers in the VRF instance to a second Border Gateway Protocol (BGP) process; instruct a Transport Control Protocol (TCP) to back up a TCP link to the second BGP process in a hot backup mode, where the TCP link is related to peer sessions of the BGP peers in the VRF instance; and the second BGP process, configured to: create a virtual VRF instance and virtual BGP peers for storing the configuration information; receive the TCP link that is backed up by the TCP in a hot backup mode and related to the peer sessions of the BGP peers in the VRF instance; and receive routes in an Adjacent Ingress Routing Information Base (Adj-RIB-IN) sent by the first BGP process unit, where the Adj-RIB-IN is corresponding to the BGP peers in the VRF instance. In the embodiments of the present invention, in the process of dynamic migration of the a VRF instance between BGP processes, BGP peers services of the VRF instance are not interrupted, and the sessions are not disconnected; a peer device cannot perceive the migration process of a router completely; and changed routing information in the migration process is updated after the migration.

A first network device sends a first packet to a second network device in a UDP manner, where the first packet is used to establish a BGP peer with the second network device; and if the first network device can receive a second packet sent by the second network device in the UDP manner, the first network device establishes a BGP peer relationship with the second network device in response to the received second packet. In this way, when the first network device needs to establish the BGP peer with the second network device, a TCP connection between the first network device and the second network device does not need to be first established by using a complex procedure, and the BGP peer relationship between the first network device and the second network device is directly established in the UDP manner. Compared with a TCP manner, in the UDP manner, an interaction procedure is simplified, resources required for establishing the BGP peer are reduced, and efficiency of establishing the BGP peer is improved.
