The method includes: A network device sends configuration information of a BWP to a terminal device, where the BWP may include at least a first bandwidth and a second bandwidth, the first bandwidth is determined based on a radio frequency bandwidth of the terminal device, and the second bandwidth is determined based on a baseband bandwidth of the terminal device. The terminal device receives the configuration information of the BWP from the network device. The terminal device communicates with the network device by using the BWP. According to this application, both the radio frequency bandwidth and the baseband bandwidth may be considered for the BWP configured by the network device for the terminal device, so that the BWP is applicable to a terminal device whose radio frequency bandwidth and baseband bandwidth are the same, and is also applicable to a terminal device whose radio frequency bandwidth and baseband bandwidth are different. Therefore, according to the foregoing solutions, terminal devices having a plurality of bandwidth capabilities can access the network device, and further communicate with the network device.
