This application provides a joint transmission (Joint Transmission, JT for short) method, an apparatus, and a system. The method includes: selecting, by a network device of a serving cell, JT user equipment and a coordinated neighboring cell of the JT user equipment for the serving cell; sending, by the network device of the serving cell, a JT user equipment request to a network device of the coordinated neighboring cell; receiving, by the network device of the coordinated neighboring cell, the JT user equipment request, and selecting accepted JT user equipment for the coordinated neighboring cell; scheduling, by the network device of the serving cell, the JT user equipment, and sending scheduling information to the network device of the coordinated neighboring cell; receiving, by the network device of the coordinated neighboring cell, the scheduling information; and performing, by the network device of the serving cell and the network device of the coordinated neighboring cell, JT on the JT user equipment, sending a same reference signal to the JT user equipment, and sending same data to the JT user equipment according to the scheduling information. According to the JT solution provided in this application, reference signal overheads can be reduced, so as to improve value of a JT technology.

An embodiment of the present invention provides a downlink direction remote radio unit selection decision method, and an embodiment of the present invention further provides a downlink direction remote radio unit selection decision apparatus. The method includes: an RRU selection decision cycle of a current RRU shared cell arriving; and determining, according to a current downlink measurement item of a user terminal and an uplink measurement item of each RRU, that at least one RRU among the RRUs transmits a downlink carrier signal; or, determining, according to the current downlink measurement item of the user terminal, the uplink measurement item of each RRU, and power specification of each RRU, that at least one RRU among the RRUs transmits a downlink carrier signal, where a downlink channel includes: a traffic channel and a stand-alone dedicated control channel. The present invention can timely select a suitable RRU to transmit a downlink carrier signal, and realize reasonable switching of an RRU transmission mode between single-transmission, dual-transmission, and multi-transmission modes, so as to decrease probability of RRU multi-transmission or dual-transmission, thereby reducing network interference and RRU power consumption.

A method and a device for identifying circuit switched fallback (CSFB) user equipment. The method includes the following steps: determining identification parameters of the CSFB user equipment and common user equipment, where the identification parameter of the CSFB user equipment is different from the identification parameter of the common user equipment; receiving a channel request message sent by user equipment; and identifying the CSFB user equipment according to content of the channel request message and the identification parameter of the CSFB user equipment, where the common user equipment refers to user equipment except the CSFB user equipment. According to the present invention, after receiving a channel request message, a device on a network side can rapidly identify, according to content of the channel request message, that user equipment is CSFB user equipment, so that after the CSFB user equipment is identified, a signaling exchange process between the CSFB user equipment and the network side can be simplified, thereby reducing an overall delay caused when the CSFB user equipment accesses an circuit switched network.
