The method includes: A first device obtains a sensing parameter, where the sensing parameter includes a physical feature of a sensing target. The first device configures a first frame based on the sensing parameter, where the first frame includes M first time periods and N second time periods, the first time period is a time period in which the first device sends or receives a waveform of a communication signal, the second time period is a time period in which the first device sends or receives a waveform of a sensing signal, both M and N are integers greater than or equal to 0, and M and N are not 0 at the same time. The first device performs sensing on the first frame. In this application, it can be ensured that communication is not affected when sensing is performed, and communication overheads are minimized. In addition, sensing and communication occupy a same spectrum resource, so that the requirements of sensing and communication can be met. Therefore, spectral efficiency can be improved.
