In continuous casting of a carbon steel thin strip slab, the present invention makes the scales generated in the slab thin and produces a composition suitable for machining such as cold rolling and pressing. The construction of an apparatus for restricting the occurrence of the scales is simplified, a consumption quantity of an inert gas is saved, and the slab is produced efficiently. A carbon steel containing not greater than 0.5 % of C is cooled and solidified by a pair of cooling drums to produce a thin strip slab having a thickness of not greater than 10 mm, the slab so produced is introduced into a sealed chamber and is held in an argon atmosphere having an oxygen gas concentration of not higher than 5 % within a temperature range of up to at least 1200 DEG C, the temperature range is then cooled to 750 to 800 DEG C at a cooling rate of at least 10 DEG C/sec, and the slab is taken up by a winding machine into a coil within a temperature range of 500 to 800 DEG C. The atmosphere described above is generated by utilizing a nitrogen gas or a combustion waste gas, the formation of the scales is restricted, and the composition is controlled.

A twin-roll type continuous casting device is provided which can produce sheets having good mechanical strength obtained through uniform crystal grain refinement and smooth and low surface roughness obtained by reducing variation in the quality of material and reduce equipment costs. A temperature of a cast piece C obtained by being solidified by means of a pair of water-cooled casting rolls (2a, 2b) is regulated to fall within a temperature range where an austenite structure exists in its own matrix, and after it has been so solidified, the cast piece is then rolled by means of an inline rolling mill (5) at a temperature ranging from 850 °C or higher to 1350 °C or lower and with a rolling reduction ranging from 5 % or higher to 50 % or lower in one pass, whereby the variation in total elongation of steel material is kept within 5 % in standard deviation.

A cold-rolled sheet or a hot-galvanized, cold-rolled sheet having high paint bake hardening and cold nonaging properties and being excellent in the forming properties such as an average r value (deep drawing characteristics) and elongation (bulging characteristics) is produced by annealing an ultralow-carbon steel itself or one containing at least either titanium or niobium above the Ac3 transformation point to thereby give thereto a single-phase structure of low-temperature transformation product. As regards the paint bake hardening properties, it is possible to realize a BH value as high as about 10 kgf/mm2.
