Power control bits (Figure 1, 46) used to perform power control on the reverse link are punctured with rate grant control bits and HARQ indications. A power control bit puncturer (Figure 1, 48) punctures the power control bits with the rate grant control bits and HARQ indications. Physical layer signaling is thereby provided without the need to define additional control channels by which to perform the additional control operations.

Apparatus, and a corresponding method, for facilitating communication of data on a first data channel on which a first control signal is communicated. The apparatus is for a radio communication system in which data is communicated by a first communication station on the first data channel at a first selected data rate. The first control signal is targeted at a first trigger level during a first selected time period. The apparatus comprises a control signal generator (84) for selectably generating a second control signal for communication upon a second control channel. The second control signal is targeted at a second target level, and the second target level is selected responsive to the first selected data rate at which the data is communicated on the first data channel. As the data rates of data communicated on the first data channel changes, corresponding changes of the power level of the second control signal are made.
