The optical communication means 10 may comprise a single optical fibre or maycomprise a bundle of optical fibres. In particular, the communication means 6 is able to be 10 located spaced apart at a safe distance from the utility mater 2. The communication means 6 is, therefore, not restricted to the use of a very low power source which would present a significant risk if it was located in or near the utility meter.
