The substituted pyridazines, which are novel compounds exhibiting plant growth regulatory activity, are compounds of Formula I below: wherein:
R' is phenyl or naphthyl each optionally substituted with up to three of the same or different substituents selected from halogen, (C,-C 4 )alkyl, (C 1 -C 4 )alkoxy, alkoxy(C 1 -C 4 )carbonyl, trihalomethyl, nitro and cyano; Y Is Z 1 R 3 or NR 7 R 8 wherein Z' is 0 or S; R 3 is hydrogen, (C 1 -C 8 )alkyl, hydroxy(C 1 -C 8 )alkyl, (C 1 -C 4 )alkoxy(C 1 -C 4 )alkyl, (C 3 -C a )cycloalkyl, (C 3 -C 6 )cycloalkyl(C 1 -C 4 )alkyl, halo(C 1 -C 3 )alkyl containing up to three halogens, phenyl or benzyl; and R 7 and R 8 (a) are the same or different and are selected from hydrogen, (C 1 -C 4 )alkyl, (C 1 -C 4 )alkyl substituted with a carboxyl group and (C 1 -C 4 )alkoxy substituted with a carboxyl group or (b) are joined together and form an alkylene group having up to 5 carbon atoms; Z is O or S; R 5 is (C 1 -C 4 )alkyl or phenyl(C 1 -C 4 )alkyl; and R 8 is (C 1 -C 4 )alkyl or phenyl(C,-C 4 )alkyl; and agronomically acceptable derivatives of compounds of Formula I being metal and ammonium salts, acid addition salts and quaternary ammonium addition salts.

The novel compounds are of Formula (I) below: wherein R' is (C 1 -C 4 ) alkyl, phenyl or naphthyl each of the last two groups being optionally substituted with up to three of the same or different substituents selected from halogen, trihalomethyl, (C 1 -C 4 ) alkoxy, (C,-C 4 ) alkyl and cyano; R 3 is a group as defined below for R 5 ; R 5 is a carboxy (-COOH) group or agronomically acceptable alkali metal salt thereof, an alkoxycarbonyl (-COOR) group or a substituted carbamoyl (-CONR'R") group, wherein R represents (C,-C,) alkyl, R' represents hydrogen or (C 1 -C 4 ) alkyl and R" represents (C 1 -C 4 ) alkyl; and R 6 is a (C 1 -C 4 ) alkyl group or an optionally substituted phenyl or naphthyl group as defined for R' above. Also provided are agronomically acceptable acid addition salts of compounds of Formula (I).
