The irradiation optical section irradiates the liquid landed on the medium with an irradiation light being at least a part of light emitted from the light source. The coupling optical section couples reflected or scattered light with reference light to form a coupled light. The acquisition section acquires an optical interference tomographic image of the liquid landed on the medium, on basis of the coupled light. The output device outputs a characteristic value acquired on basis of the tomographic image. The characteristic value indicates an aggregation state of the liquid landed on the medium.
