A Fe-Cr alloy billet, characterized in that a high area % as high as 70 area % or more of the higher draft surface thereof is coated with a scale layer; a method for producing a Fe-Cr alloy billet wherein an ingot is subjected to blooming without de-scaling of the ingot. The Fe-Cr alloy billet allows the reduction of the thrust or enfoldment therein of scales and allows the significant reduction of the surface treatment prior to the manufacture of a tube in the production of a billet for a seamless tube. The employment of the Fe-Cr alloy billet for the production of a seamless tube allows the production of a Fe-Cr alloy steel tube being comparatively difficult to manufacture with a reduced cost with good efficiency, which leads to the widespread application thereof in the field of the production of a hot seamless steel tube.

This invention provides a process for producing a seamless pipe while effectively suppressing carburizing which occurs in a seamless pipe without affecting the operation. The production process comprises the steps of cleaning a transfer device disposed between a lubricant coating device (7), which is disposed at least in the step of transferring a mandrel bar (B), and a mandrel mill (8) on its inlet side, cleaning the mandrel bar (B) subjected to stretch rolling on the upstream side of the lubricant coating device (7), and coating a nongraphitic lubricant onto the mandrel bar (B) by the lubricant coating device (7). In the production of the seamless pipe, the transfer device and the mandrel bar (B) are washed so as to satisfy formulae (1): 0.08 × C1 + 0.05 × C2 ≤ 3 and (2): 3 ≤ C1 + C2 ≤ 50 wherein C2 represents the amount of graphite deposited on the surface of the mandrel bar (B) before stretch rolling, g/m2, and C1 represents the content of carbon in an organic binder in the lubricant, g/m2.

A tool steel for hot working has a chemical composition: C: 0.05 to 0.5 %, Si: 0.1 to 1 %, Mn: 1.6 to 3.5 %, Ni: 0.05 to 0.5 %, Mo: 2 to 5 %, W: 2 to 5 %, Cu: 0.05 to 0.5 % and the balance: substantially Fe. The tool steel may further contain one or more of Cr, Co, REM, Ti, Nb, V, ZR and B; and a tool which is made of the above steel and has a surface covered with an oxide scale having a thickness of 50 to 1500 µm. The tool steel can have an oxide scale being formed on the surface thereof and exhibiting good adhesion to the surface and good lubricity, and has high strength. The tools include a drilling plug for use in producing a seamless pipe as a representative example.
