Adaptive DCT/IDCT apparatus based on energy and method for controlling the same. The adaptive DCT/IDCT apparatus relates to a coding unit of a MPEG4/H.263 video coder, and performs an image processing operation with a high image quality at a high speed by calculating energy values for respective blocks and a mean energy value of the whole image. The apparatus includes an energy calculator for receiving an input image, dividing the input image into blocks of predetermined size, calculating energy values for respective blocks and a mean energy value, and comparing the energy values with the mean energy value; a DCT unit for dividing the input image into predetermined blocks, and performing a DCT operation on the divided blocks; an image coefficient processor for receiving DCT coefficients for respective blocks from the DCT unit according to a result of the comparison of the block's energy value and the mean energy value, and rearranging the DCT coefficients; and an IDCT unit for receiving rearranged DCT coefficients from the image coefficient processor, performing an IDCT operation on the rearranged DCT coefficients, and creating a restored image.

An error-reflected-value table is provided to reduce a computation amount while applying an error diffusion process. The table includes quantization-error-reflected values pre-computed according to maximum values of quantization errors and error-reflected ratios of neighboring pixels. When quantization errors of a specific pixel of an original image selected in a process procedure are computed, error-reflected values of neighboring pixels are determined. Pixel-by-pixel error values are stored by accumulating error-reflected values related to pixels. When error-reflected values of neighboring pixels around all the pixels of the original mage are completely computed, an image in which quantization errors are diffused is generated when the error-reflected values are added on a pixel-by-pixel basis. The error-diffused image is stored and displayed in place of the original image when a user makes a request.

In the image coding apparatus for encoding an image signal, a motion predictor calculates MVs by estimating the motion of a previous frame being a reference frame to an input present frame, a rotation and matching unit calculates rotation angles of the present frame by estimating the rotation of the previous frame to the present frame, a rotation recoverer recovers the reference frame according to the rotation angles, a motion compensator reconstructs the rotation-recovered frame using the MVs and outputs a motion-predicted frame, and a coder generates a difference signal between the present frame and the motion-predicted frame and encodes the difference signal, the MVs, and the rotation angles.
