摘要： In a cellular mobile radio system, a handoff method allows a mobile station to be handed off from one base station to another base station when an alarm case occurs in an operator controlled manner in an attempt to save the connection. A cell border is defined where a handoff is allowed from a first base station to a second base station by comparing the radio transmissions between a mobile station and the first and second base stations. The handoff border is then moved by an offset value to form an alarm case cell border, wherein an alarm case handoff from the first base station to the second base station is allowed only when the mobile station experiences an alarm case and is in the area bounded by the handoff cell border and the alarm case handoff border.

Le procédé et le dispositif décrits par l'invention utilisent une logique floue, afin d'évaluer au moins deux paramètres de radiocommunication lors de la prise d'une décision de transfert ou de produire des données de base à partir desquelles la décision de transfert peut être prise. Les paramètres reçoivent une attribution d'appartenance à au moins deux ensembles de données d'entrée, chacun possédant sa propre fonction d'appartenance. Les paramètres sont divisés en groupes et une table de règles d'états flous est constituée. Les états flous sont exécutés et les conséquences pondérées pour donner une valeur non floue utilisée en combinaison avec le transfert. Le dispositif décrit par l'invention comprend une unité de traitement à logique floue (3) servant à regrouper des paramètres et à exécuter des règles, une unité (4) servant à déterminer les valeurs non floues, par exemple, la valeur moyenne, la valeur maximum et/ou la valeur minimum des conséquences de règles, ainsi qu'une unité d'évaluation (5) utilisant les valeurs non floues conjointement avec l'établissement d'une liste de candidats ou pour prendre une décision de transfert.
