The first suspension system includes (i) an actuator (402, 502, 602) that is selectively actuable to either raise or lower to a predetermined degree the first wheel relative to the frame or vice versa, and (ii) a device for permitting the first wheel to move toward the frame when a pressure exerted by the first wheel onto the ground surface increases, wherein the device operates independently of the actuator.
