At least one first cam engages in the cam track in order to move the blade carrier, during a rotational motion of the drum about a longitudinal axis of the drum, in such a way that the blade arranged on the blade carrier passes through the opening in the jacket. A second cam engages in at least one cam guide of the drum in such a way that, during a motion of the blade carrier, the blade carrier tilts about a longitudinal axis.

The apparatus also has a capacity-change-based proximity sensor comprising a circuit according to a balanced bridge principle where detection is based on detecting a phase difference, which depends upon the amount of detected capacitance difference or change. The proximity detector senses when a hand is placed near the dispenser, and thereupon dispenses a set amount of towel. It does not keep dispensing the towel. The hand must be withdrawn and placed in proximity to the sensor again. The proximity sensor incorporates "static" and noise-immunity circuitry. The dispenser incorporates means for dissipating static charges to a local ground.

The roller comprises a cylindrical roll, an outer surface forming a winding surface for the flat strip material, the roll comprising a groove axially extending from one end part of the roll to another end part of the roll. The groove is open on the one end part. The roller further comprises a freestanding pin being connected to the another end part of the roll, forming a gap between the groove and the pin into which the strip material may be slid. The freestanding pin is positioned in the groove below the winding surface. The gap distance is at least the width of the material in an uncompressed state.
It is an object of the invention to provide a winding roller that may be easily removed from the roll of used cloth.
