A setting unit sets air-conditioning load distribution of the air conditioners based on optimal load distribution functions generated based on models of the air conditioners so that total energy consumption of the air conditioners is reduced within a range of comfort of the air-conditioning zone set by a user. An output unit outputs, based on the load distribution set by the setting unit, control values for controlling the air conditioners to control devices of the air conditioners.
