A methodology and related system apparatus is provided for using and coordinating the use of information conveyed over communications to most efficiently and flexibly respond to abnormalities to reconfigure and restore service to end customers in commodity distribution systems in a manner to enhance the reconfigurability of the distribution system, e.g. circuit reconfiguration in an electrical power distribution system. Methodology is also provided to appropriately allocate system resources of the distribution system when so desired, e.g. to prevent the potential overloading of electrical power sources. In one illustrative arrangement, the methodology is characterized by resources at each node and communications of source allocation data or messages to other nodes to request and establish an appropriate allocation of system resources. In a preferred arrangement and especially useful for larger distribution systems, "teams" of nodes are defined in the distribution system having associated switching controls with the various teams communicating amongst each other to "negotiate" or work out the most efficient and expeditious reconfiguration of the system in response to fault conditions and other circuit abnormalities.

The present invention is concerned with simplified configuration as well as supervision and testing of load restoration functions in high or medium voltage substations of electrical power transmission or distribution networks. The invention takes advantage of the fact that all information for load restoration is available from a standardized configuration representation and from dynamically observable events. Specifically, the IEC 61850 Substation Configuration Description (SCD) file includes the substation single line, the bus bar or breaker failure protection functionality related to it, and the way how reclosing commands can be conveyed for the restoration process. A load restore function or load transfer application observes the execution of a protection trip function and the concurrent connection state of the bays (6.5, 6.6, 6.7) to bus bars (1.1, 1.2) in order to automatically restore the power flow across a failed bus bar segment (1.1) to a parallel healthy bus bar segment (1.2).

A self-healing power grid control system includes a power grid having a plurality of network islands with a plurality of linear and non-linear loads. A plurality of control sensors communicate with the power grid to monitor the electrical characteristics of the power grid. A plurality of controlled relays are in electrical communication with the plurality of non-linear loads. A battery energy storage system (ESS) is in electrical communication with a main power source and a network island. A first restoration controller is in electrical communication with the control sensors, the controlled relays, and with the battery ESS. The first restoration controller receives control signals from the control sensors, and in response to detecting an irregularity in the power grid, automatically actuates the battery ESS to stabilize power to the linear loads, and disconnects selected controlled relays to disconnect power to a calculated percentage of the non-linear loads.
