The system includes a safety-related unit and a non-safety-related unit that realize a safety function of the robot during its operation, the non-safety-related unit sends the instruction information and the first diagnostic information to the safety-related unit to instruct the safety-related unit to switch determination criterion, the safety-related unit accepts the instruction and switches the determination criterion according to the instruction information when the instruction has been received normally and the instruction itself has been diagnosed as normal, the non-safety-related unit requests, to the safety-related unit, information for specification, which can be used to specify the set determination criteria, the safety-related unit sends the information for specification and the second diagnosis to the non-safety-related unit, and the non-safety-related unit diagnoses whether the response has been successfully received based on the second diagnostic information, and also diagnoses whether the determination criteria actually set is consistent with the determination criteria specified by the instruction.
