The device may provide the first transmit signal, with the first data allocation, to the user device via the private stream.

A second PHR reference TTI on the second CC can be determined (560). A second PHR for the second CC can be generated based on the second PHR reference TTI (590). The first PHR and the second PHR can be transmitted in the uplink transmission (595).
